Lucia Russell Briggs was president of Milwaukee-Downer College from 1921-1951. Born and bred a New Englander, Miss Briggs was more reserved in manner and more formally educated than her predecessor, Ellen Sabin.

She graduated from Radcliffe College in 1909 and received her M.A. there three years later. Having taught in schools in Boston, New York, and Oak Park, Illinois, she came to Milwaukee directly from Simmons College in Boston, where she had been a faculty member for six years.
