Probability is a long-term relative frequency. Hence, if you play many, many games of poker, then about 100(1/21) = 4.76% of the time you’ll be dealt two pairs. That is, if you play 5000 poker hands, then about 4.76% of them will contain two pairs. This certainly doesn’t mean that you’ll receive a two-pair hand every 21 deals. Probability signifies regularity in the long-run, not the short-run.
