Juan Carlos Romero Hicks is the Director General of the National Counsel of Science and Technology in Mexico. Prior to this, Romero was the Governor of the state of Guanajuato. Romero has had an intense academic life as a member of the full-time faculty of the University of Guanajuato. Since 1977, he has taught courses at the high school, undergraduate and graduate levels. Subjects he has taught include business administration, management, industrial relations, personnel selection, organization development, and educational planning. Education has been the main professional concern that has guided Romero’s public activity due to his personal belief that education constitutes the backbone of social and human development for the people of Guanajuato. Concerning these issues, Romero has been very active in the State of Guanajuato and in México and has held important positions in the National Association of Higher Education Institutions (ANUIES), the Interamerican Organization of Universities (OUI), and the Latin American Universities Union (UDUAL).
Romero holds a Bachelor's Degree in Industrial Relations from the University of Guanajuato and a Master's Degree in Business Administration from Southern Oregon State College.
